After its disastrous cybersecurity breach, the CEO of Deltex Ltd resigned. The newly- arrived CEO has decided to “pivot” the company by introducing a new product. As Chief Privacy Officer, you are to prepare a Privacy Impact Assessment Report to inform the business case for the Board of Deltex Pty Ltd to consider based upon the project proposal documents 1 and 2 below.

Report on the Results of the Senior Executive “Kartman” Brainstorming Retreat

We know that improving public health is one of the major challenges for our society. Kartman will be the health platform that brings together individuals with health  service providers in a timely way to ensure that people are diagnosed and able to access treatments efficiently and effectively. Kartman consists of a web-based platform and a mobile phone app.

When users install Kartman on their mobile phones, it will start to automatically collect health information based upon their behaviours, lifestyle habits, searches, internet usage, calls, emails, SMSes and instant messages. Kartman will automatically collect information from IoT devices like smart watches and personal assistants (Siri and Alexa), smart refrigerators, smart TVs and smart toilets e.g.

Using Artificial Intelligence, Kartman’s platform will then make diagnoses and recommendations to users about their health issues. Based upon its own diagnoses (and user-inputted diagnoses), it will save users money by automatically ordering prescription medications from the lowest-cost online sources (taking a commission from those vendors), including from dark-web marketplaces.

To improve the accuracy of its predictive models, Kartman’s platform will operate a prediction market whereby the public can place bets upon the likelihood that certain data indicates that a particular user has a particular medical condition (e.g. 5-to-1  odds that Bob Smith has or does not have skin cancer diagnosed in the next six months). This betting market will utilise the “wisdom of crowds” to boost the accuracy of Kartman’s AI models and the spread on the bets will be a source of revenue to   fund the project.

The data collected from users and from the prediction market will be sold to   insurance companies so that they can decide whether to lower the premiums they charge individuals for health insurance (also providing a commission revenue stream to Deltex).

The Australian federal government will also benefit from direct access to all the Kartman datasets. We know that many Australians opted-out of the government’s My E-Health Records system, so Kartman will help fill in those data gaps for the government.

For each individual user, Kartman will offer tailored advertisements for medical treatments and for health service providers. This will ensure that users have the most relevant information about how to resolve their health issues.

So that we don’t have to worry about individual users (or advertisers) losing access to their health information, we will store the Kartman platform’s datalake on a public

blockchain hosted Amazon S3 buckets. The city of Basel in Switzerland has offered us discounted rates to use their local datacentres.

As the data will not be hosted in Australia or in the EU, we don’t need to comply with either Australian privacy laws or the EU’s GDPR. Our privacy policy will be published in Swiss Romansch. It will not disclose to users that third parties will be able to   access all the information that the Kartman app collects or which is inferred from the  AI or the prediction market on the Kartman platform. Kartman’s users will have no  right of access to the data collected or inferred about them.
