Assessment Answers on Social Policy Analysis in Aotearoa New Zealand

Choosing a topic can be difficult

Your policy choice needs to be a social policy that is currently implemented. It doesn’t have to be legislation remember that social policy can take many forms including an act, strategy, a formal authorisation, a decision or an approach. While a programme can be an example of social policy, I would discourage you from considering this as it could turn the assignment into a programme evaluation rather than a critique of policy.

Your policy choice could be a policy developed by previous governments such as Kiwi Saver or Working for Families,  or Vulnerable Children’s Act, an aspect of the welfare reforms, changes to the family court, the three strikes policy or Whanau Ora. Identify the government that developed the policy and implemented it. There will be insufficient information/research available about policies that are very recent.

You also don’t need to focus on the entire policy; you may wish to choose to focus on just one aspect. If you do narrow your focus then you need to clearly articulate this in the introduction to your assignment.

The Assignment Focus

The assignment is a critical policy analysis. It does not specifically require you to look at policy outcomes to support your discussion although this could provide some supporting evidence. Rather, this assignment requires you consider the intent, aims, and content of the policy from a critical position. To identify what works well and why and what does not work well and why.

Essentially, there are no hard and fast rules when it comes to your critical analysis. It will depend on the nature of your policy. But, it should extend from a description of the policy, what it is and how it implemented to a discussion of these elements of the policy from a social work perspective.

This analysis should address the concepts taught across this paper. So in analysing your policy you could consider:

  • The theories that influenced your policy’s development, that is reflective in the aims and intents of the policy.
  • How it responds to the concepts of need, risk, justice, citizenship and equality.
  • Also, you may give consideration to the policy development process, was this straight forward or contentious?
  • Have there been any amendments, changes or implementation deficits.
